add two commands for running simpletest tests and listing available tests. the intent is to migrate this code to simpletest project soon. based on work by Rok Zlender.

#198195 Allow drush to load an ini file during initialisation, to pre-configure options (such as path and site). patch by adrian. note that after this commit i am issueing a release candidate for this module.

Usage: drush [options] sync <destination> <source>\n\nRsync the entire drupal directory (or subdirectory, using $source parameter) to <destination> using ssh. Excludes .svn directories. Useful for pushing copies of your tree to a staging server, for example. The most common case for specifying $source is for pointing to a 'files' directory when thats all you want to sync. <source> may be relative to Drupal root or an absolute path. If <source> is omitted, the whole Drupal tree is pushed.

when updating modules, don't make a backup if .svn directory is detected. this handily leaves the .svn files in place so admin can immediately check in the updated code. admin can already use svn to revert so no point in making backups.
