To prevent confusion and continued execution with bad data,
if there is no info returned from fetcher when we try to
fetch a site, we should terminate the program.

Added --cache=0 option to dl command, as it will always grab latest copy of files instead of using cached ones.

Correcting issue with fetcher not properly handling non-Drupal 7 sites by evaluating the DrupalVersion configurator after the environment information has been loaded.

Adding a listLocalSites method to the InfoFetcher interface, add option to suppress output from fetcher-run-command output.

Removing configure from environment from basic site creation - it gets run separately where it is actually needed.
