Rearranged the distribution so that drush commands are defined in the top-level directory, so this is designed to be downloaded to ~/.drush. All Vim-related files go inside a new bundle/ directory, to be handled by pathogen.vim. Added an install command so that users onnly have to do
$ drush @none dl vimrc
$ drush vimrc-install

This should have been included in the previous commit.

Issue #1328290 by benjifisher: Add support for javascript and other file types by adding drupal as a secondary filetype.  Also add tags files for Drupal core, for tag search and PHP omnicompletion.

Issue #1139024 by kostajh:  Set 'filetype' for PHP files to php.drupal so that both php and our drupal ftplugins are used.
