The dropbutton must be position absolutely so that it doesn't expand its container when it's options are revealed.

I also cleaned up the display of the pills when they wrap to a second line. These changes required overrides in Seven because of Seven's too strict reset styling.

.ctools.css had a redundant  declaration that I combined into one.
