a user receives some points and not only when the points exceed a threshold.

This also fixes #156912 'My points' link not working

Some code cleanup to remove redundant casts.

- userpoints_role:
  users join/leave roles as they gain/lose points. An email is sent when they
  join/leave a role.
- userpoints_expire:
  at predefined intervals, all points for all users are expired
- userpoints_expire_every:
  Inactive users lose a certain number of points every certain period
- userpoints_email:
  emails users once they earn a certain number of points
- userpoints_role_exempt:
  Allows certain roles to be exempt from points ( e.g. moderators)
