Tweet now uses the Shorten URLs module (shorten) to shorten its URLs.

Added services - Metamark, short.ie, urlb.at, cli.gs, PiURL, urlCover
Added in-code documentation of ways to access other services
API change - removed $q parameter of tweet_to_twitter()
Improved in-code documentation formatting
Updated README.txt to reflect changes

 - Added hook to add additional URL abbreviation services.
 - Added tr.im URL abbreviation service.
 - Minor related cleanup.

- Admin can now fully customize the Tweet text
