* Moved the icon theme function into a seperate include since `utils` is mostly used by the backend
* Check to see if the `theme_get_settings()` function exists to avoid the error.

Add conditional to check for 'theme_get_setting'

update typos in README.txt

Add conditional to check for 'theme_get_setting', helps travis run drush commmands which bootstrap that file before drupal boostrap.
