Moved Secondary back up to the top of the page tpl, not sure why I though it was a good idea to put it in the footer.

added html.tpl.php to templates folder. Removed theme settings. Removed custom functions for grid and a couple others that need work.

update to all template files to adhere with new Drupal 7 API. Fixed body classes for with-navigation. added html.tpl.php to templates folder. Removed custom functions for grid and a couple others that need work.
