Splitted hook filter implementation into Drupal 7's hook_filter_info and its callbacks.

* freelinking_filter_process becomes callback _freelinking_process.
* freelinking_filter_tips becomes callback _freelinking_tips.
* Added description to the only permission defined at hook_permission.
