Moved creation of user accounts and authmaps. Now performed in page footer,... 

Moved creation of user accounts and authmaps.  Now performed in page footer, so that we can check for 404 and 403 errors (and skip in those cases).
Hopefully made this complex code somewhat simpler.  Could probably be better.
