Make fasttoggle_config functions return the additional items that
were formerly added as we checked access. This means the higher
level that does the permissions checking now simply unsets the
elements the user doesn't have permission to use, rather than
building a new array as it goes.

the ajax commands being sent. This lets a module add additional commands
to update content.

We then utilise this hook in the comment and node submodules.

Note that this solution currently triggers the bug described in
https://drupal.org/node/736066

 (an extra div is added for each invocation),
which will have the potential to mess up some css.

be problems for install profiles. Since the file is relative to current
file, can just use dirname(__FILE__)."

l() adds the active class to links it generates, but we don't want
that when replacing the HTML for a link because the original link
didn't have that class. Fasttoggling a link should only change the
description of the status or action, not the appearance of the link.

This is ugly; perhaps the right solution is to get .active added to
begin with, but I'm going with this behaviour for now.

Avoid potential collisions by prepending fasttoggle_ to the
Views handler info. This will cause current views to complain
of broken handlers (the fields need to be readded), but avoids
the need to do this once dev becomes stable.
