Issue #180630: fix overlapping main menu when content overflows

Fix the issue by giving both the main and secondary menu min-height instead of fixed height.
Also adjusted how main menu links are styled so they look nice when wrapping to a second
line.
Secondary links use overflow auto. When there are too many links they will be hidden instead
of overlapping the header.
