First checkin for blogroll module/project.

This module provides a standard blogroll feature.  It uses a simple table with
uid, url, name and weight columns to give each user control of their own
blogroll with a simple clickable interface.  A block is provided and an editing
page for the blog owner.

It's my first module submission. I would be happy to merge it with others
wanting to work on similar functionality.
