Issue #275902, convert into an API module and implementations.

This extensive patch converts xspf_playlist modules into a pure API
module, pulling node handling into a new xspf_playlist_node module and
thumbnail specific methods into xspf_playlist_thumb.

Includes update functions to import existing settings.

These changes should pave the way for new playlist implementations,
e.g., user-selected media.
