Fix result_respond_accept_admin case handling

Fix bug that caused anyone who had response rights
to appear as admin.  Now only admins apppear as admins.
Add result_respond_accept_admin as a case, since it CAN
occur, to the match_mail function so that when it
satisfies the $op, subject and body are no longer blank
