Ported QueueService to use initializePluginDiscovery() and this no longer... 

Ported QueueService to use initializePluginDiscovery() and this no longer requires QueueServiceFactory, also introduced ServiceInterface::getPluginsLoaded() and ported the database plugins to use service_dependencies DIC registry.
