Issue #2010092 by roball, anrikun: Unset the Content-Disposition header field instead of sending a disposition-type inline

Removed the FILE_DOWNLOADS_PRIVATE check: even under a full private environnement, Private Download works as expected.

Added API documentation.
Moved admin form to a separate file.
Cleaned up code.

Should be ready for a new release soon.

Module should not by default serve private files as cacheable.

New features :
- Introduces hook_private_download_access() that allows modules to override the general 'access private download directory' permission.
- Allow Content-Disposition: inline.
These 2 features are still experimental and incomplete. They will be documented once complete.
