Updates in the way that the panels API processes plugins obviated the need for explicitly declaring the module name in a plugin, so explicit declarations were removed.

Initial commit of Panels 2. This is *very very* alpha -- does not yet fully include an upgrade path (er well it might but I put it in and haven't tested it) and there are still obvious bugs and deficiencies.

Apply some default margin to the content areas using nested divs so that they don't splat into each other by default. Some very simple CSS can adjust/remove the padding.
