Massive cleanup in omega-functions--admin.php. This commit cleans up the method used to generate proper line spacing, indentation, etc. in the generated layout scss files. Also was an attempt to use leafo/scssphp instead of richthegeek/phpsass. Initial implementation of scssphp failed, and fails to compile the grid the same as compass or phpsass does. Added better config options so layout scss files don't need the contents of vars and omegags dumped at the top.
