fixed small bug in nmoderation_is_votable() which caused all nodes to appear as if they were too old for voting, and thus no vote form was shown.

This module enables users to vote on nodes. Like comment moderation, the available votes and the value of each vote is configured by the admin. Each node maintains a score, based on the sum of all votes. As each vote is processed, the score is recalculated and if necessary, the post is either promoted to home page or unpublished.
