Removed call to db_last_insert_id() in links.inc. That call

	should have been (and now is) db_next_id().

	Applied patch from issue #357437 to fix failure of
	outbound link.

	Corrected filter tips bug reported in #357335. Similar
	change to that patch, but adapted for Drupal 5.
