Instead of having a library option in semantics to block
sub-libraries from getting the metadata button, it is moved
to a property in library.json

We will use node.title, since it will always be the same.
H5PIntegration.contents[<cid>].title is also removed as
part of this issue, since it now is avaiable through the
metadata object.
