#99531: Fixing some bugs in the recent changes to the Switch user block:

- Code didn't correctly handle sites where the 'Switch users'
  permission has been granted to the 'authenticated users' role.
- Queries didn't properly filter out uid 0.
- Queries were not PgSQL compliant.
