Issue #2738967 by huzooka: Warning: htmlspecialchars() expects parameter 1 to be string, object given in Drupal\Component\Utility\Html::escape()

- Stop the init code from accidentally overwriting existing scripts.
- Remove the RootPackageBuilder, decrease the scope of root package regeneration.
- Simplify the status report:
  - Remove listing of dependencies of dependencies and packages that are no
    longer required, the detection was too error prone.
  - Remove listing of core dependencies, for brevity.

- Remove rewriteAutoload, autoload.php now already points to the root vendor.
- Remove 'composer drupal-install' and related APIs, vendor is already installed.

Ensure the correct autoload.php even when composer drupal-update is run instead of composer drupal-update during module init.

- Don't extend ControllerBase because it's not needed.
- Remove unused use statements.
- Fix constructor docs.

- Remove workaround for PHP < 5.5
- Remove unnecessary SafeMarkup usage.

Issue #2452781 followup: Update PackageManager to read the installed packages from the right vendor dir, special case 'composer/installers'.
